POSITION OVERVIEW
Recognized as an expert in both the Sustainability and Environment (S&E) fields, the MEA S&E Lead provides technical oversight of Parsons environment and sustainability services within the MEA region. The MEA S&E Lead supports business development, contracts and procurement and project management services and provides technical leadership and quality assurance on projects and Parsons facilities. The MEA S&E Lead assists with recruitment of new S&E talent and retention and mentorship of existing S&E talent. The MEA S&E Lead directly manages a core team of S&E staff supporting services within the region, facilitates an S&E community of practice within the MEA, and monitors Parsons performance against Sustainability Core Value metrics. This role should cover both Sustainability and Environment
SPECIFIC RESPONSIBILITIES
Sustainability
- Provide technical environmental and sustainability guidance to Project teams at all Project stages;
- Coordinate with stakeholders to enable achievement of Project environment and sustainabililty goals;
- Review technical submittals and studies prepared by others for quality and content;
- Integrate sustainability and environmental requirements within Projects and operations;
- Work closely with business development to contribute to Project pursuits including proposal documentation, budget and resourcing;
- Liaise with authorities to facilitate permits and approvals;
- Procure and manage specialized environment and sustainability subconsultants;
- Prepare and deliver environment and sustainability workshops and training as required;
- Develop regional and project-specific plans and procedures;
- Work with marketing and communications to develop awareness and promotional content related to sustainability and environment;
- Manage and mentor environment and sustainability professionals;
- Participate in meetings and workshops outside of work location;
- Develop process improvement initiatives;
- Assist in administration of corporate level sustainability and environment initiatives;
- Lead committees within the organization to enable the achievement of Parsons Sustainability Core Value metrics;
- As needed:
- Prepare technical project deliverable including studies, reports, plans and other documentation;
- Prepare survey programs, conduct surveys, studies and site investigations;
- Analyze and evaluate survey data;
- Provide technical sustainability support as the nominated sustainability professional on Projects;
- Function as Discipline Project Supervising Engineer on medium to large projects, assuming responsibility for the work of the project team;
- Plan, direct, and supervise the work of a major engineering task or project requiring large scale expenditure of manpower and financial investment;
- Conduct environmental compliance audits and monitor implementation of corrective actions;
- Fulfill other responsibilities associated with this position as may be appropriate.
Environmental
Primary responsibilities include:
- Preparing technical project deliverables including studies, reports, plans and other documentation;
- Conducting surveys, studies and site investigations;
- Analyzing and evaluating data;
- Providing technical guidance to Project teams at all Project stages;
- Administering environmental permits and licenses and coordinate with authorities to secure approvals;
- Procurement of environmental subconsultants, including preparation of scopes of work, commercial evaluations, work orders, sub consultancy agreements, and related documentation;
- Reviewing studies prepared by others;
- Managing the performance of environmental consultants;
- Preparing progress reports, delivering presentations, prepare meeting minutes as required;
- Prepare and deliver workshops and training sessions as required;
- Conducting environmental compliance audits and monitoring implementation of corrective actions.
The candidate might also:
- Assist in the administration of corporate level initiatives;
- Participate in regional meetings and workshops as required;
- Assist with the development of process and performance improvement initiatives;
- Assist with sustainability related tasks as required;
- Assist Section Supervisors with other administrative and technical duties;
- Complete other responsibilities associated with this position as may be appropriate.
REQUIRED SKILLS AND QUALIFICATIONS
Sustainability
- At least 15 years of overall work experience in environment and sustainability fields with at least 10 years of directly related experience in the GCC working with an engineering design consultancy, covering environmental permitting and management, sustainability certifications and project management;
- Certified LEED AP and Estidama PQP. Additional sustainability certifications a plus.
- BSc. degree in environmental science, environmental engineering or related natural sciences discipline from a recognized university, with an MSc. in science or engineering.
- Excellent attention to detail and thoroughness with proven track record of producing high quality work with minimal oversight;
- Able to work independently;
- Excellent organizational skills and ability to prioritize workload to achieve multiple deadlines;
- Excellent verbal communication and technical writing skills in the english language;
- Experienced in successfully delivering environmental impact assessments, environmental engineering and feasibility studies, and construction environmental compliance activities;
- Experience working as the nominated sustainability assessor on a Project (e.g. LEED AP, Estidama PQP), to enable the Project to achieve a sustainability rating (LEED / Estidama / CEEQUAL/ GSAS etc.);
- Project management and stakeholder management experience;
- Valid UAE Driving license;
- Able to travel or relocate to supplier, client, or construction site locations to support Projects as required.
- At least 5 years of work experience in environmental science/ permitting / engineering/ management with an engineering design consultancy or environmental consultancy
